The Challenge

Many young people facing instability at home, mental health struggles, or contact with the justice system lack access to supportive education options. Without early intervention, they risk becoming trapped in cycles of disadvantage, disengagement, and reoffending.

Meridian’s Support

Meridian’s grant funded the development of a pilot program known as the Targeted Engagement Program (TEP). This initiative created an alternative pathway for early intervention, supporting youth caught in the early stages of the justice system.

The Impact

TEP was rolled out in Albany and North Metro Perth.
Achieved a 67.55% reduction in reoffending rates across 2016–17.
Dozens of young people transitioned from complete disengagement to active participation in school, training, or work.

Impact Stories:

A 16-year-old Indigenous boy overcame anxiety, stopped smoking marijuana, and transitioned to full-time attendance at Albany Marine VET Campus.
A young woman on a court-ordered curfew transitioned from dysfunction and distrust to gaining part-time work and continuing Year 11 studies.
Three Indigenous brothers, previously isolated and disengaged, re-entered school with new confidence and progress.

Looking Forward


The success of TEP has informed broader Alta-1 programs, offering a model of early intervention that continues to transform lives. By helping young people step back into education and community, Alta-1 breaks destructive cycles and builds pathways to brighter futures.
